The campaign to promote the distribution of Form-1 as well as Preparation of shelves of scheme has been started from 21/04/2007 and will continue upto 30/04/2007. | |

| (B) | Awareness Campaign : |
| As this is the most important Part of this scheme for implementing successfully, in 1 st phase we have Planned the awareness Campaign in the following way. | |
| (i) Extensive wall writing has been completed on
the buildings of PRIs and schools in each village. The model write up to be written was given to all BDOs. | |
| (ii) Gram Panchayats are supplied with leaflets, Cassettes and banners. To cover the most interior Part of the villages, Gram Panchayats have been entrusted with the extensive miking by the van rickshaw. | |
| (iii) A district level workshop was held on 17/04/2007 and 18/04/2007 with Folk Artists for wide Campaign on NREGS by them. They are attending the Special Camps of Gram Sansad. They will also cover melas, bazars to give wide publicity. | |
| (iv) Period : 21/04/07 to 30/04/2007 On the days of Special Camps in the Gram Sansads, the banners are being displayed, cassettes are being played and Folk Artistes performed for collecting applications for registration & schemes from the villagers. Campaign is a continuous process and is going on in all Gram Panchayats . After Start of NREGS Work in full swing in all the Gram Panchayats. We have received order of P & RD vide No. 3915(36) - P&RD /P/18-S-01 Date 13/05/2008, whereby proactive disclosure of facts to the general public about monthly performance of Gram Panchayats will be made. So a drive has been taken in July - August 2008 for wall writing at all Gram Panchayats from the District Cell centrally and the make is completed. The B.D.O. office will be covered within October 2008. | |

| For
the big district like Burdwan we have Planned for the manning of engineers as
per following. (i) BDO have created a pool of SAEs at block level @ one per two GPs who will assist the Gram Panchayat in Preparing the estimate and vetting of the schemes as received at block level. Two Technical Assistants present in the Block will also help the PRIs in their work. (ii) For four out lying Subdivisions a pool of Assistant Engineers have been created for the use as on need basis. In the district cell two Assistant Engineers have been recruited on contractual basis and one Technical Assistant is assisting there in monitoring the overall district activities. (iii) Steps have been taken to recruit Nirman Sahayaks at G.P Level which are still vacant. | |
| (E) | From 02/05/2007, works have been started at all the Blocks of the District. At present NREGA work is going on in all 277 Gram Panchayats. |

SUMMARY OF SECTOR WISE SCHEMES
In Burdwan district, out of Eight sector under NREGS, more works have been executed in sector – 01,02,07,08.
In this district, more backward villagers are benefited due to improvement of village roads under NREGS & this is done under sector – 08 . Outlook of this sector is --- 2369 nos. schemes are already completed & 1862 nos. schemes are presently ongoing. Due to improvement of village roads, now villagers can easily run for urgency. Maximum numbers of roads are now converted from kachha road to Moorum road.
Flood is a major problem to us because due to flooding of water, more agricultural land are affected, more growing crops are destroyed, more kachha village houses are destroyed. But this problems are solved under NREGS & Protect the river side as far as possible. This work has done under sector- 07.
For development of Agricultural land & achieving more crops, more field channel are created under NREGS fund & more plantation are done in sides of field channel. This work has done under sector – 01 & 03.
In village areas, in so many days more ponds could not renovated due to lack of fund. But today it is possible for NREGS & more ponds are renovated & fish culture is done .This work has done under sector – 01.
Complaints & Grievances
Complaint Register (Register – 12) has been opened at the District level, Block level and Gram Panchayat level from 1st April 2007. Every complaint is being entered in that Register and the action taken reports are recorded there. Apart from this complaints are also being received through toll free help line that has already been installed at the District level. The help line bearing no. 1800-345-3204 has been installed at the District NREGS Cell, April 2009.

All the complaints have been attended and penal actions have been taken for one case against Chalktentul Gram Panchayat in 2008-09. Beside this we have been receiving complaints regarding NREGS of our District from various news papers i.e. Anandabazar Patrika, Bartaman and The Statesman etc. The paper cutting of which are maintained in separate Register. This type of complaints are also have been enquired by the District NREGS Cell from January, 2008.
Following types of complaints have been received :
Irregularities in distribution of Job Cards.
Lack of publicity before execution of scheme in area.
Acquisition of land for execution of NREGA without permission of the owner.
Non-payment of wages in due time.
Non-allotment of work.
Application for unemployment wages.
Irregularities of NREGA work.
Unauthorized holding of job cards by Supervisor and G.P. member.
Misappropriation of Govt. money with the NREGS scheme.
Non-Cooperation for opening & operating Saving Bank/Post Office Account of the Job Card holder under NREGS in connection with institutionalized wage payment.
